Blue Ridge Cemetery Association, Inc. of Thurmont, MD

The following are the general rules and regulations governing burials, cremations interment and the placement of memorials or markers within the Blue Ridge Cemetery.  These rules and regulations are subject to change, the changes will then apply to all existing and future burial spaces.
Please contact the Cemetery for the current rules and regulations or for clarification of any of the rules or regulations.

 

Burial Rules and Regulations

Burial Lot Certificate (Front Page):
The following items are included on the front page of the Burial Lot Certificate
and apply to all burial lots within the Blue Ridge Cemetery
:

  • Upright memorials are allowed when placed for two or more adjoining graves.
  • Flat markers will be required on all single grave spaces or on any single remaining grave space on a multiple grave lot that has an existing upright memorial.
  • Upright memorials must be centered at the head of the grave spaces being marked, and cannot exceed 60% of the combined width of these grave spaces.
  • Flat markers may be placed at the head or foot of single graves.
  • The cemetery must be provided with a scaled drawing of the proposed marker or memorial before permission will be granted to install said marker or memorial.
  • [Note: The following policy is included in Article XI, Section 1, Monuments:  Rules and Regulations, of the Blue Ridge Cemetery Association’s By-Laws]
  • “The Board of Directors, while not desiring to interfere with individual taste in the construction of monuments, etc., but so that they may protect the interest of the Corporation and of each separate purchaser, reserves the right to themselves to prevent the erection of such monuments as may interfere with the rights of others, obstruct or otherwise effect the ability of the Board of Directors to maintain the good appearance of the grounds. Further, the Board of Directors shall have the authority to enact and enforce such rules and regulations against the lot owners and the visitors to the grounds as the Board of Directors may deem in their sole discretion necessary to carry out the aforesaid purposes and for the general purposes of maintaining the grounds in an orderly, safe and tidy manner.”
  • All memorial dealers working in the Blue Ridge Cemetery must be licensed by the Maryland Office of Cemetery Oversight.
  • Flower containers will be permitted for each memorial and must be of a design that mounts on the memorial or if in-ground, does not extend above ground level.
  • No other decorations will be permitted.
  • All grave spaces must be paid for in full before a marker or memorial can be installed.
  • The Blue Ridge Cemetery Association will not reserve grave spaces not paid for in full.
  • The Cemetery Board reserves the right to remove any marker or decoration not permitted by these regulations.
  • The Cemetery reserves the right to refuse use of a grave space if proof of ownership cannot be provided or proven.
  • Please note any additional regulations that may be posted on the cemetery grounds.
  • These regulations are subject to change.  Copies of the current rules and regulation are available from the Cemetery Board.  Any further changes in the regulations will take precedence over the regulations as shown here.
  • All Lot Certificates also indicate whether flat or upright memorials are allowed on the graves

Burial Lot Certificate (Back Page):
The following are included on the back page of the Burial Lot Certificate:

  • Keep this certificate in a secure location.
  • Be sure you have read and understand all the regulations governing the grave spaces described within.
  • You must notify the Cemetery Board if the ownership of the rights described within are sold, inherited or otherwise transferred.
  • A new deed is required should the rights to the graves as describe within are sold.
  • Please contact the Cemetery Board if there are any questions regarding this certificate.
  • Certification Statement by PurchaserThe following in included in a separate Certification Statement that is signed and dated upon purchase of a grave space:
  • “I have received, read and understand the regulations concerning the grave spaces outlined above.  I also acknowledge that these regulations are subject to change.  Copies of the current rules and regulations will be available from the Cemetery Board and that any further change in the regulations will take precedence over the regulations as shown here.”
  • Other Rules and Regulations – Grave Spaces:
  • Cremation Burials on Grave Spaces:  No more than two burials can be placed on one grave space.

 

 

Cremation - Rules and Regulations
The following rules and regulations apply to the designated cremation areas (Sections CR1 and CR2].

Cremation Burial Lot Certificate (Back Page):
The following items are included on the back page of the Cremation Burial Lot Certificate:

  • Only flat markers may be used to mark burials.
  • Markers will be placed centered at the head of the grave with double markers centered on two graves.
  • Maximum size for a single grave marker is 22” x 12”.
  • Maximum size for a double grave marker is 42” x 12”.
  • A single flower container will be permitted for each marker and must be of a design that does not extend above ground level.
  • No other decorations will be permitted.
  • The Cemetery Board reserves the right to remove any marker or decoration not permitted by these regulations.

Rules and Regulations for Cremation Niche Spaces:

  • Inscriptions on the niche fronts must conform to the layout as established by the Cemetery Board and the Cemetery Board reserves the right of final approval of all inscriptions.
  • Decorations for niche burials will be permitted in the designated area immediately in front of the niche unit.
  • The Cemetery Board reserves the right to remove any decoration not permitted by these regulations.
  • The niche owner shall be responsible for any replacement niche fronts required due to improper inscription work or any damages caused by the niche owner.
  • The Cemetery Board reserves the right to replace any damaged niche fronts.
  • “These regulations are subject to change.  Copies of the current Rules and Regulations are available from the Cemetery Board.  Any changes in the regulations will take precedence over the regulation as shown here.”

Other Rules and Regulations – Cremation Burial Spaces:

  • Burials on Cremation Spaces:  No more than one burial can be placed on one cremation burial space.
  • Flat Markers:  Only flat (ground) markers can be used in Lots 1 through 6 of Sections CR1 and CR2.
  • Monuments:  Monuments or flat (ground) markers can be used in Lot 7 of Sections CR1 and CR2.

Burial of Cremation Remains:
Cremation remains may be buried in the following three ways:

  • Cremation niche space in the cemetery’s columbarium
  • Cremation burial space beside the cemetery’s columbarium
  • Burial lot in the cemetery
